2013 Study on the Development and Revision of Green Mark Product Criteria, Certification and Product

This year’s project has revised 12 product criteria: original toner cartridges, stationery and writing paper made from recycled paper, products made from recycled wood, water dispensers, water fountains, plastic film for food packaging, fluorescent lamps, multi-function devices, televisions, monitors, pens, and poly-alkene IV containers; and developed the drafts for 7 new product criteria: hand dryers, electric kettles, elevators, soaps, LED bulbs (non-directional), passenger car tires, and kitchen hoods. With regard to assessment of environmental benefits, this project has assumed the usage conditions and calculated the environmental benefit assessment indicators for five product categories (water dispensers, water fountains, office paper made from recycled paper, products made from recycled wood, and water-based paints), so that consumers may understand the environmental benefits resulting from their purchasing activities. On collection of domestic and foreign eco-labeling information, twelve informational and analytical reports have been prepared to serve as reference information for decision makers. In order to facilitate the implementation of the above tasks, 20 Green Mark review meetings and 14 Green Mark information seminars were also held. One onsite audit to a laboratory and reviews of 2 un-accreditated test accreditation applications were conducted to help with the Green Mark Committee’s decision making. In addition, one training course was offered on green product and eco-feminism, one training seminar was offered to testing organizations for environmental protection products, and a review on the operations of Green Mark Program have also been conducted. After comprehensive review and assessment of the Green Mark Program’s implementation results, both short-term and long-term recommendations have been proposed. The short-term recommendations include continuing to collect information on other eco-labeling programs’ product criteria in order to expand the scope of Green Mark’s product categories, increasing financial incentives for adopting Green Mark products, organizing various eco-labeling promotional seminars and activities, continuing to follow international eco-labeling trend and attend activities of international organizations, gathering information on EPEAT activities for consideration as a dual-track scheme while reviewing Green Mark Program, allowing stakeholders and industry to propose draft Green Mark product criteria for criteria revision consideration. Long-term recommendations include initiating collection of annual fee through revision of Green Mark legislation, enhancing current follow-up surveillance efforts, and improving environmental awareness educational curricula.
